The Level 2 NVQ Diploma in Plant Operations (Cranes and Specialist Lifting) is the nationally recognised, work-based qualification for operatives working in lifting operations across UK construction, civil engineering, utilities and infrastructure. It demonstrates proven, site-assessed competence in lifting equipment operation and is the qualification required for the Blue CSCS Skilled Worker card and the Blue NPORS Competent Operator card.
Target Zero Training delivers this NVQ remotely across the UK with a dedicated assessor assigned to you from enrolment through to certification. Assessment takes place on your worksite using the equipment you work with every day. No classroom, no fixed days off site, no written exams. To get started, call 01245 379496.
What is the Level 2 NVQ Plant Operations Cranes and Specialist Lifting?
This is a competency-based qualification approved by Ofqual and CITB. It assesses what you can already do on site, not what you know in theory. Your assessor observes you carrying out lifting operations, reviews your work-based evidence and conducts a professional discussion to verify underpinning knowledge against the National Occupational Standards.
The qualification covers two mandatory units plus one optional unit from the cranes and specialist lifting pathway. Mandatory units are:
- M/508/6537: Conforming to General Health, Safety and Welfare in the Workplace
- T/508/6538: Conforming to Productive Working Practices in the Workplace
Optional units within the cranes and specialist lifting pathway include slinger signaller operations, crane operations, telescopic handler suspended loads and specialist lifting tasks. You complete the unit that matches your actual day-to-day role on site.
Who is This NVQ For?
This qualification is suitable for operatives who work in lifting operations as part of their current employment. Key roles this NVQ covers include:
- Slinger signallers responsible for slinging loads and directing crane movements on site
- Crane operators working with mobile, tower or overhead cranes
- Telescopic handler operators working with suspended loads
- Specialist lifting operatives involved in complex or engineered lifts
You must be in active employment with regular access to the relevant lifting equipment on site. This NVQ assesses existing competence, so it is best suited to operatives already working in lifting roles who need formal recognition of their skills. If you are new to lifting operations and not yet working independently, speak to us about the NPORS training route as a starting point.
Entry Requirements
There are no formal entry requirements. You must be employed and have regular on-site access to cranes or specialist lifting equipment in your current role. No prior qualifications are needed. The NVQ is a competency assessment, not an academic course, so the right candidate is someone already operating in a lifting role who wants their skills formally recognised.
How the Assessment Works
Your dedicated Target Zero assessor manages the entire process from start to finish:
- Initial contact: Your assessor introduces themselves, explains the process and agrees a schedule that fits around your site commitments.
- Portfolio of evidence: You gather work-based evidence for each unit. Your assessor guides you through exactly what is needed.
- Knowledge discussion: Knowledge unit questions are answered via a recorded professional discussion with your assessor, not a written exam.
- On-site observation: Your assessor observes you carrying out lifting operations on your own worksite to confirm practical competence.
- Internal verification: Completed portfolios are quality-assured before certification.
- Certificate: Your NOCN Level 2 NVQ Diploma certificate is emailed directly to you. The qualification does not expire.
Most candidates complete within 6 to 8 weeks, providing they have regular site access. Ensure your CITB Health, Safety and Environment test is current before applying for your CSCS or NPORS card. It must have been passed within the previous 2 years and can be booked directly via CITB.
